Russia will not send a delegation to a major European military seminar due to "unfriendly policies of the West", according to its defence ministry.
The OSCE brings together 57 member states to talk about military activities and diplomacy.
It takes place every five years, but for the first time in its 30 year history Russia will not be joining.
