Russian opposition leader Alexei Navalny has urged the European Union to target oligarchs in Russia with sanctions, rather than the army generals deemed responsible for his poisoning.
The Putin critic was targeted in a novichok attack in late August, and was later treated at a hospital in Germany.
Mr Navalny made the comments in an address to the European Parliament.
