Russia cuts rates to historic low

Russia's central bank has cut interest rates by 100 basis points to
4.5%, the lowest level in its history. The bank said pressure on
Russia's economy had become "more profound than expected" due to
restrictions to prevent the spread of coronavirus. Julia Chapman
