A UK government minister has been the first to resign over Dominic Cummings's controversial trip to County Durham during the coronavirus lockdown.
Douglas Ross, the Under Secretary of State for Scotland, says Prime Minister Boris Johnson's Chief Adviser did not interpret government guidance in the same way as "the vast majority of people."
