Putin proceeds with referendum despite coronavirus

Russian President Vladimir Putin has signed a decree to hold a nationwide vote in April on proposed changes to the constitution. The Kremlin says there are no current plans to postpone the referendum, despite restrictions in Moscow on large gatherings due to coronavirus. Julia Chapman reports.
