The EU will be presenting guidelines on border measures to European leaders, as Germany partially closes its borders to limit the coronavirus outbreak.
Spain has declared a state of emergency, and France has closed cafes and restaurants.
EU finance ministers are meeting via telephone to discuss further measures to mitigate the economic impact.
