SUGGESTED LEAD
In Uganda the International Crimes Division of the High Court has issued a domestic arrest warrant for former Sudan President Omar Bashir if he every returns.
The court also blamed the government for failing to arrest Mr Bashir when he came to the country on three occasions.
Bashir who is now in prison in Sudan faces International Criminal Court Indictments for crimes against humanity.
