Talks between the United States and South Korea over troop funding ended abruptly on Tuesday, after just 2 hours of negotiations. The military partners have been trying to hammer out an agreement on how to divvy up the cost of maintaining roughly 28,000 American forces in South Korea. Toni Waterman has more from Washington, D.C
