Mario Draghi offered a gloomy assessment of the eurozone economy in his final press conference as European Central Bank president. Mr. Draghi pointed to global uncertainties as the biggest downside risk. But as expected, policymakers left monetary policy unchanged after unleashing another controversial round of stimulus last month. Toni Waterman has more from Washington.
