5,400 troops would leave Afghanistan under proposed deal

A deal between Washington and the Taliban would see the U.S. withdraw
5,400 troops from Afghanistan within 20 weeks.

But this announcement from the U.S. top negotiator coincided with a
bomb attack that killed at least 16 people in the capital Kabul.
