The United Nations special envoy for Syria says the people in the
besieged area of Eastern Ghouta are at the "tip of a collapse".
Staffan De Mistura was briefing the UN Security Council nearly a month
after it approved a country-wide ceasefire, which has not come into
effect.
De Mistura noted there had been an escalation of fighting since then.
The UN envoy said the conditions in Eastern Ghouta were startling.
