U.S. State Dept: Inter-Korean talks a good start, too early to know how meaningful

North and South Korea are holding talks for the first time in over two years.  

The negotiations taking place at the Demilitarized Zone are centering on North Korean athletes  participating in the upcoming Winter Olympics in South Korea.  

Seoul and Pyongyang are meeting as tensions continue to escalate over North Korea's weapons program and continued nuclear tests.
