Tillerson: North Korea talks only possible after nuclear program ends

The US Secretary of State Rex Tillerson has said North Korea must end
its nuclear program before talks can begin.

It's a reversal of his comments earlier this week that negotiations
were possible "without preconditions" - something the White House
disagreed with.

Tillerson's comments came during a high level meeting of foreign
ministers at the UN Security Council to highlight the situation in
North Korea.

Tillerson said talks were possible, but there would be conditions.
