Sec. Tillerson urges North Korea, allies to change behavior

U.S. Secretary of State Rex Tillerson says North Korea must commit to changing it's behavior before talks can begin.

He addressed a special session of the United Nations Security Council, trying to counter the regime's accelerating progress towards becoming a full nuclear power.

Earlier, he'd said that Washington and Pyongyang could just talk about the weather as long as they were talking.

Now, he wants commitments first.
