UN nuclear watchdog says North Korea recent missile test shows advances

INTRO:

The United Nations nuclear watchdog says that North Korea's most
recent ballistic missile test shows the country has made significant
advances in their weapons program.

The launch on September 3rd prompted condemnation from world leaders,
and a new strict round of sanctions from the United Nations Security
Council.
