European Commissioner Wonders if Now if the Time to Create Centralized Intelligence Agency

The European Commission's Home Affairs Commissioner says it may be the time to build a European intelligence system.

The comes as Europe continues to see sporadic IS or IS inspired terror attacks—and amid calls for Europe's intelligence agencies to share info with each other.
