As Hurricane Harvey victims apply for assistance, White House pushes for federal aid

INTRO:

Hurricane Harvey has left 36 people dead and an estimated 100 billion
dollars in damages in its wake.

The US agency that provides emergency relief, FEMA, has received
364,000 registrations for assistance. It's the most the agency's ever
received for a single emergency.
