The United Nations human rights chief has announced that civilians in
the Syrian city of Raqqa are paying an unacceptable price.
Both Syrian government forces and the U.S.-led coalition are trying to
expunge the so-called Islamic State from the city but the UN warns
that civilians are getting caught up in the fighting.
