UK government reportedly preparing for visa free travel for EU citizens post Brexit

The British government is reportedly preparing for a system of visa-free travel for visitors from European Union countries after Brexit. 

However it's understood EU citizens planning to settling in the UK would have to apply for permission.   It comes as the UK is preparing to unveil it's immigration system in the next few months.
