Moscow dismisses claims that its war games will be used to launch invasion

LEAD:

Russia had denied that its joint war games with Belarus might be used as a springboard for invasion of Poland, Lithuania or Ukraine.  It comes after several countries neighbouring Russia have expressed concerns that Zapad 2017 exercises could be a cover for military action.
