Houston Mayor Sylvester Turner has been defending the decision not to evacuate the city's residents ahead of Tropical Storm Harvey.
America's fourth largest city had been deluged with 30 inches of rain and a further 50 expected over the coming days.
Mayor Turner repeated on Sunday that those stranded by the severe rain and flooding should remain in their homes and await assistance.
Turner cited what he called the "crazy" logistics of trying to plan an evacuation of 2.3 million people over 48 hours.
