Ukraine seeks NATO membership pledging reforms by 2020

LEAD:

Ukraine's President Petro Poroshenko said his country will begin discussions with NATO on an action plan to get into the US-led alliance.  He said that Ukraine will work on reforms to meet membership standards by 2020.  The Kremlin said Ukraine's potential NATO membership will not boost security in Europe.  Julia Lyubova reports from Moscow.
