UN reports slight decrease in civilian casualties in Afghanistan

INTRO:
The United Nations says the number of civilians who have been killed
or wounded in Afghanistan has decreased slightly.

Though ground operations against the Taliban and the Islamic State
have decreased, the UN says the decline in deaths is likely linked to
Afghanis fleeing conflict zones.
