US State Dept. Issues Presidential Permit for Keystone XL Pipeline to TransCanada

INTRO:
US President Donald Trump has signed a permit allowing the engineering firm
TransCanada to reignite the controversial Keystone XL pipeline.

The move reverses former President Barack Obama's decision from 2015
that halted building over concerns that the pipeline would do
environmental damage.
