US intelligence report says Putin "ordered" election hacking

Intelligence officials investigating the hacking ahead of the US
election says Russian President Vladimir Putin "ordered' the cyber
attacks.

It comes on the same day President-elect Donald Trump said the hacking
had "absolutely no effect" on the outcome of the election.
