Russian planes strike IS targets in Syria's Deir al-Zor

LEAD:

The Russian Defence Ministry says it launched a coordinated strike on Islamic State targets in Syria.  This comes as Russia, Turkey and Iran agreed to set up a trilateral commission to cementer and enforce the ceasefire in Syria that came into effect in December. Julia Lyubova reports from Moscow.
