Russia awaits OPEC decision on oil production cap

Russia is absent from the Thursday OPEC members meeting in Vienna, arguing its presence is not necessary as the cartel has not overcome internal discord. Moscow signaled it would be ready to freeze its oil production at current levels, rather then cut it, while other key players argue for a synchronized oil production cut to stabilize the global markets.
