UN will not deliver aid to Syria until all parties agree to ceasefire

INTRO:

The United Nations has said there will be no possibility of getting
humanitarian aid into Syria after Russia has made promises for an
8-hour ceasefire this week.

The UN states a full two days are needed to ensure delivery of aid
into eastern Aleppo.
