Italy locks horns with EU over budget targets due to migration crisis and earthquakes

The Italian government says it has been forced to break European Union budget rules due to the migration crisis, deadly earthquakes and slow growth in the eurozone.

Brussels has requested Italy to explain why it is not planning to hitt  budget deficit targets.
