German chancellor Angela Merkel has said the EU is in a critical situation - as the 27 EU leaders hold their first summit without Britain in Bratislava.
Brexit is not officially on the agenda - but the leaders have had to admit it forces them to find new ways to rebuild public faith in the European project.
