UN compromised over charity dollars going into Syria's Assad Government

INTRO:
An investigative report by the Guardian Newspaper revealed the UN is
giving millions of dollars in charity to those in the Assad government
in Syria.

A spokesperson for the UN has said Syria's president must approve any
humanitarian intervention first - only allowing the agencies to work
with a select group of partners on the ground.
