The U.S. wants North Korea to step away from words and actions which might further destabilize the Korean peninsula.
Earlier, on the sidelines of the ASEAN ministerial in Laos, North Korea's foreign minister said that another nuclear test is entirely dependent on the U.S. attitude.
In Laos, U.S. Secretary of State John Kerry said, it's time to send North Korea a message:
