UN reports uptick in civilian casualties - little movement on peace processs

INTRO:
The United Nations representative in Afghanistan has reported a new
spiral of violence against civilians in the country.

The UN is calling the uptick in attacks, a new phase in the conflict
and one of vengeance and retaliation.
