EU leaders have agreed a proposal to put to Turkey as part of efforts to ease Europe's migrant crisis.
Under the suggested deal, all migrants travelling to Greece from Turkey would be sent back.
Turkish Prime Minister Ahmet Davutoglu is in Brussels for talks on the proposals.
