Draft deal on Britain's relationship with the EU to be published

European Council president Donald Tusk is to publish a draft deal
rewriting Britain's relationship with the European Union on Tuesday -
ahead of an in or out referendum on the country's membership.
Talks have hit a sticking point over Eastern European countries'
objections to Britain's desire to cut the welfare entitlements of EU
migrants.
