STORM DESMOND CLEAN-UP CONTINUES

Thousands of people are still without power in the north of England, as the clean-up operation continues after Storm Desmond.

Thousands more people have been evacuated from their properties because of flooding, and further heavy rain is expected later this week.

Some schools are still closed, and there are delays on train services between England and Scotland.

Prime Minister David Cameron has promised an investigation into how flood defences in the region - boosted at a cost of tens of millions of dollars - were inadequate.

Reporter Martin Lindsay is in the northern city of Carlisle, and says things are improving - but slowly.
