US President declares South Carolina state of emergency

Following days of heavy rain, US President Barack Obama has declared a
state of emergency in the state of South Carolina.

And although hurricane Joaquin is expected to miss the east coast- the
category four storm still brings with it huge amounts of
precipitation.
