EU SUMMIT ON MIGRANTS AFTER GERMANY IMPOSES BORDER CONTROLS

European Union interior ministers are holding an emergency summit in Brussels on the continent's refugee crisis.

They're debating an EU plan to share out an initial 40 000 asylum seekers across the bloc on a mandatory quota basis.

Several central and eastern European states have already vowed to oppose this.

And Germany has imposed controls at its border with Austria in response to the thousands of refugees arriving seeking refuge.

David Charter of the Times newspaper is in Berlin - he says it's a surprising move after Germany's initial welcome for refugees.
