The United Nations Secretary General is proposing a special team to investigate chemical weapons attacks in the Syrian conflict.
UN Chief Ban Ki-moon's proposal follows reports of a mustard gas attack, and just weeks after the Security Council unanimously adopted a resolution to assign blame for such attacks in Syria's war.
