Russia's Justice Ministry issues warnings to 12 NGOs

Russia's Justice Ministry says it has issued warnings to 12 nongovernmental organizations and said the groups now face "administrative liability measures". The news comes as a prominent US-based the McArthur Foundation, which has donated more than 173 million dollars to Russian civil society has announced its plans to close its office in Russia because of government restrictions.
