Shooter surrenders in controversial Oklahoma police killing

The white reserve sheriff's deputy who shot and killed an African-American man in Oklahoma has surrendered to police.

Robert Charles Bates says he meant to shoot the suspect with a stun gun but accidentally used his handgun.
