European Union leaders have declined a request from Ukraine to send military peacekeepers to monitor a ceasefire as fighting continues between government forces and pro-Russian rebels in the East.
The remark made by the EU's Council President Donald Tusk follows a summit of leaders in Kiev to discuss ongoing violations of the so-called Minsk Agreement.
