The European Union is holding an extraordinary summit of leaders to address the growing number of migrant deaths at sea.
The meeting comes after a series of tragedies in the Mediterranean which have seen at least 1,700 people drown this year already.
Proposals on the agenda include a military mandate for the destruction of boats used by people traffickers.
