U.S. President Barack Obama has sent Congress draft legislation authorizing the use of military force against the Islamic State in Syria and Iraq.
The outline limits military engagement to three years, and rules out any protracted deployment of ground forces.
The president has so far been relying on special war powers invoked after the 9/11 terror attacks- but now needs the backing of Congress.
