Obama Seeks War Powers Against IS From Congress

U.S. President Barack Obama has sent Congress draft legislation authorizing the use of military force against the Islamic State in Syria and Iraq. 

The outline limits military engagement to three years, and rules out any protracted deployment of ground forces. 

Our correspondent Lorna Shaddick explains why the President is only asking for these powers now, six months into the campaign of airstrikes against IS:
