Obama pledges action as protestors gather over New York grand jury decision

America is on edge again after a grand jury in New York decided not to charge a white police officer in connection with the choking death of an unarmed black man earlier this year.

Eric Garner could be heard on tape telling officers that he couldn't breathe, as they wrestled him to the ground during an arrest for selling black-market cigarettes.

The decision has been greeted with consternation in Washington, from where Simon Marks reports.
