Australia steps further back from climate change action with "direct action"

The Australian government's two-and-a-half billion dollar climate change
policy has passed the Senate with the support of crossbench senators.
The new policy moves from the previous government's tax on carbon to
voluntary code of non-pollution by big business with no penalties.
