U.N. Security Council unanimously passes resolution stemming flow of jihadists

The United Nations Security Council has unanimously passed Resolution 2178 creating a new policy and legal framework for international action against foreign terrorist fighters.

UN chief Ban Ki Moon said that over the past year the world has witnessed a dramatic change in the nature of the terrorist threat:
