Russia wants to discuss "statehood" for eastern Ukraine

To ensure the interests of local people in Eastern Ukraine are
"definitely upheld" Russian President Vladimir Putin has called for
talks to discuss "statehood" for the region.

This follows an announcement from the Europe Union that Russia had one
week to change course or face further sanctions.

British Prime Minister David Cameron says there must be "consequences"
if Russian troops remain in Ukraine.
