The European Union has said it will consider new sanctions against Russia within a week, despite mounting pressure to step up restrictions against Moscow after reports of Russian military operating in Ukraine.
Talks on the ongoing crisis in Ukraine were held as EU leaders met for talks in Brussels, where they also decided to appointed Italy's foreign minister Federica Mogherini as the EU's next foreign policy chief, and gave the job of European council president to Poland's Prime Minister Donald Tusk.
